Congress changed the beginning of the fiscal year from Jan. 1 to Jul. 1 in 1842, and finally from Jul. 1 to Oct. 1 in 1977 where it remains today. The highest federal debt in US history was 119.0% GDP in 1946 just after World War II. At the end of FY 2019 the federal deficit was $984 billion, or 4.6% GDP. The highest federal deficit in US history was 29.0% GDP in 1943 in World War II.
